Pi have raspbian as OS and deluge 1.3.2 installed for torrenting. I am getting slow speed and also strange download behavior. Whenever I add any new torrent download starts and continuous for 10 second and speed drops to zero after that. Deluge starts downloading again and speed drops to zero again. Also I am not getting full speed with torrent, I have 2mbps connection but never get download speed above 100kBps.

I tested the same torrent on different machine on the same Lan and it downloads with speed near to 220kBps. PI is connected with 2 external HDD having 3TB and 500GB capacity. These HDDs has NTFS as well ext4 partitions. I tired to download on both file system but getting same kind of issue. I also checked all file permissions. All ports are forwarded on the router.
